Chief Executive Officer

Kent Sacia

Kent Sacia

Kent has designed technology systems and operational procedures to increase efficiencies and gain strategic advantages for well over 100 insurance and healthcare entities.

Under Kent’s guidance, clients have achieved productivity improvements as high as 300% in the processing of medical and dental claims. He has also developed a well-known administrative benchmark and best practice process, called the Degree of Administrative Management, for evaluating and measuring the performance of healthcare operations.

In 2000, Kent launched MedInsight.

Chief Product Officer

Rich Moyer

Rich Moyer

Rich has over 17 years experience designing and implementing data warehouse and analytic solutions. As Milliman’s MedInsight product manager, he has been responsible for product strategy, marketing, and implementation of quality management.

Rich has four years of independent consulting experience, specializing in data warehouse design and the development of analytic systems.

At previous organizations, he implemented new data warehouse and decision support applications. Additionally, he managed the development of rating/underwriting, HEDIS, cost accounting/management, disease management, and provider contracting analytic applications.

Todd Fessler

Todd Fessler

Todd Fessler is a principal and chief revenue officer of MedInsight in the Seattle office of Milliman. Todd’s responsibilities include overseeing all aspects of MedInsight’s revenue operation including new and retention business across all product and service lines. In addition, he oversees the marketing and sales operations functions. He joined the firm in 2009.

In addition to his primary responsibility at MedInsight, Todd has also served Milliman in additional roles including chairing the health discipline’s products subcommittee, and serving on the Health Steering Committee, Product Advisory Group, and firm-wide marketing committee.

Marcos Dachary

Marcos Dachary

Marcos Dachary joined the firm in 2009 and leads the sales and growth team. The sales and growth team focuses on customer and user acquisition, activation, retention, and adoption of the MedInsight client journey.

Marcos has over 20 years of professional software development experience. He helped launch the MedInsight Tools practice in 2009. He led the expansion of the MedInsight clinical team who were crucial in launching the MedInsight groupers – Guideline Analytics, CCHGs, and the Health Waste Calculator. The Health Waste Calculator is a national leading product for identifying low-value healthcare.

Iyibo Jack

Iyibo Jack

Iyibo is the senior vice president of MedInsight Product Development. He leads product managers, developers, designers, and strategists that focus on building innovative healthcare products and services. Iyibo also leads MedInsight’s Digital Transformation strategy, which is a multiyear initiative focused on developing the next generation of products that leverage the cloud, big data technologies, and AI/ML capabilities.

Iyibo has 17 years of experience developing, designing, and implementing data products and services for clients across numerous industries. Prior to joining Milliman he was a manager in Hitachi Consulting business intelligence practice where he focused on solutions based on Microsoft and Oracle technologies.

Meghan Fetherston

Meghan Fetherston

Meghan’s area of expertise is assisting clients in understanding and maintaining healthcare data. She works with health plans and state Medicaid agencies to effectively manage, organize, and warehouse health claims data.

Meghan implements and manages healthcare data warehousing systems, including Milliman’s MedInsight data warehouse. She assists her clients with a variety of data analytic projects, including studies of provider efficiency, provider contracting, and provider quality. Meghan has extensive experience working with NCQA HEDIS and AHRQ performance measures, as well as a variety of data sources, including health plan data, state MMIS data, managed care encounter data, Medicare MDS data, and Medicare cost reports.

Alli Devlin

Alli Devlin

Alli Devlin joined Milliman MedInsight in 2020 as a senior strategist leading business and strategy functions. She collaborates across the enterprise to cultivate company vision, drive optimal business performance, and lead enterprise initiatives that advance MedInsight’s purpose to empower better healthcare. Alli also leads MedInsight’s Engaged Employee strategy, which is focused on building a strong workforce and diverse organization.

Alli has over 20 years of professional experience in healthcare and management. She has experience in healthcare quality, translational and outcomes research, accountable care programs, business administration, and strategy formulation.

Chief Technology Officer

Roger Connolly

Roger Connolly

Roger joined MedInsight in 2004.

Roger is the software architect for the core MedInsight software and related products. He collaborates with Milliman consultants and clients on the design and implementation of the core application. Roger is widely recognized as an expert in his field, both at Milliman and from his 19 years of experience in the field of healthcare information technology.

His area of expertise is building technical solutions tailored to specific healthcare data analysis needs, with a focus on data warehousing as it relates to infrastructure specification and hardware design, medical claims data handling, analysis, and reporting.

Ryan Andersen

Ryan Andersen

Ryan Andersen is currently the senior vice president of Client Services in the Seattle office of Milliman. He joined the firm in 2000. He works directly with clients and client success teams to ensure satisfaction and success with MedInsight products and services.

Prior to joining Milliman, Ryan served as an applications and database consultant working with various companies. As a consultant, Ryan was involved in planning, developing, and creating e-commerce sites, and data warehouses, and distributing applications. Ryan has a wide variety of expertise including Microsoft Windows networking design and implementation, application design and development, and the design, programming and administration of SQL and Oracle database platforms.

Joel Suelzle

Joel Suelzle

Joel’s primary responsibilities are managing the teams that implement MedInsight systems and products, along with resources that provide ongoing support for clients. In addition, Joel is a healthcare management consultant with the Seattle office of Milliman. He joined the firm in 2012.

Joel has more than 35 years of diverse experience in delivery system and health insurance operations involved in commercial, Medicare/Medicaid, and other government programs. His areas of expertise are in strategy planning and deployment, healthcare and health plan operations, and the application of lean manufacturing principles within healthcare. He is passionate about the healthcare industry and possesses an extensive knowledge of end-to-end healthcare business and clinical processes.

Vandana Bhardwaj

Vandana Bhardwaj

Vandana joined the firm in 2005 and helped build the MedInsight India Practice.

Vandana possesses 20+ years of diverse technology and business experience, having built and managed insurtech solutions and products for the greater part of her career. In her current leadership role, apart from leading MedInsight operations, she manages complete PLM for health underwriting application (HUMS) and analytics product lines for India. She leads the MedInsight Center of Excellence for Data Intake, focusing on engineering standardized pipelines to manage very large volumes of data. She also works on core organizational level digital transformation initiatives.

Senior Healthcare Management Consultant

Lalit Baveja

Lalit Baveja

Lalit Baveja is a senior health care management consultant at Milliman’s India office and leads the clinical team. He joined the firm in February 2007.

Lalit is an occupational therapist registered with the Health Professional’s Council of the United Kingdom, with more than 25 years of experience in health insurance operational and clinical consulting. He has led several projects in healthcare costing and developing reimbursement mechanisms for private and mass health insurance schemes, including case rates or Diagnosis Related Groupers. He advises on effective planning, monitoring and evaluation of health insurance schemes, data standards and analytics, value based payments, provider classification systems, provider profiling, and cost containment strategies.

Leena Laloo, MD

Leena Laloo, MD

Dr. Leena Laloo joined MedInsight in 2007. Leena is a medical doctor with over 19 years of experience in clinical practice and clinical tools development. She has advised clients in a variety of areas, including claims management, clinical data analytics, and evidence-based clinical tools. Currently, she coordinates the development of the MedInsight Health Waste Calculator tool, the Hayes Grouper, and Evidence Based Measures.

Leena has been involved in various consulting assignments in claims audits and clinical data analytics for clients in India, Hong Kong, Malaysia, United Kingdom, and the United States. She has been involved in developing clinical groupers such as the Chronic Condition Hierarchical Grouper (CCHG).

Barb Ward

Barb Ward

Barb Ward joined MedInsight in 2010. She is a principal and VP, Sales Operations and leads the MedInsight Sales Enablement and Sales Engineering teams in support of revenue growth and retention. Her team is responsible for demonstrating the value of the MedInsight offerings by featuring product functionality and compelling data driven storytelling. Her responsibilities also extend to optimizing the sales technology stack, while also shaping a skilled sales force through training in sales methodologies and processes to drive efficiency and revenue successes.

With over 25 years of healthcare technology experience, Barb’s journey has taken her from the frontline as an ICU nurse to the forefront of healthcare technology at MedInsight.

Will Wiegel

Will Wiegel

Will Wiegel is a principal at MedInsight. He leads a team of client success managers and collaborates with MedInsight’s development team on product releases, support escalation, and MedInsight’s Digital Transformation. He joined MedInsight in 2012, and is based in Minneapolis.

Will has over 15 years of experience using SQL and related technologies to support clients’ analytic needs. He is a Subject Matter Expert for all client-related MedInsight processes.

Prior to joining Milliman, Will was a healthcare analyst who provided reporting and developed solutions for self-insured employer groups.

Chief Medical Officer

David Mirkin, MD

David Mirkin, MD

Dr. David Mirkin joined Milliman in 1995.

David is a family practitioner with 30 years of experience in medical management. He serves as a senior consultant assisting clients in a variety of areas, including utilization management, provider profiling, disease management, length-of-stay management for hospitals, return-on-investment evaluations for disease management and wellness programs, and clinical data analysis.

David has significant international experience consulting to clients in the U.K., Europe, South America, Middle East and Asia. In addition to consulting, he supervises Milliman clinical and IT staff in India, developing products and tools for international healthcare organizations.

Chief Actuarial Officer

Will Fox

Will Fox

Will focuses on provider analytics. Specifically, how we compare data sets with different case mixes and severity; how we compare populations with different disease profiles and morbidity. He has helped a large variety of providers and payers improve their analytics and value-based contracting. He believes passionately that we can reduce the cost of healthcare if providers and members are given the correct information and incentives.

Will has helped create several software applications to help clients better analyze their data. Since joining the MedInsight team in 2012, he has focused on provider reporting and opportunity identification.

Brian Studebaker

Brian Studebaker

Brian Studebaker is a principal and healthcare analytics consultant with the Milwaukee office of Milliman. He joined the firm in 1993.

Brian’s professional area of practice is healthcare information technology, primarily in decision support systems, data analytics, and premium rating system implementation. He assists clients with various projects, including implementations, evidence based medicine development, data aggregation projects, custom report development, and more.

Brian also brings an extensive knowledge of managed care structures and business functions, such as pricing structures and provider network selection to client work. Brian manages the Milwaukee Health Information Technology Practice.

Andrew Naugle

Andrew Naugle

Andrew is a principal in the Indianapolis office of Milliman. He joined the firm in 2000.

Andrew specializes in helping insurers, self funded employers, provider organizations, and other risk bearing entities with strategic planning and execution in healthcare financing and operations. During his 25 year career in the health insurance industry, Andrew has consulted with clients on a broad range of topics, including strategic and enterprise transformation initiatives, implementation management, and more.

He also has considerable experience with public sector programs such as Medicare, Medicaid, TRICARE, and the VA. He has assisted clients in development of winning proposals for state and federal contracts.

Shea Parkes

Shea Parkes

Shea Parkes is a principal architect with the MedInsight Practice of Milliman. Shea works with a variety of teams to develop and deliver data intensive solutions in the healthcare space.

Shea has personal expertise in machine learning, applied statistics, data engineering, product development, and software engineering. In addition to this data science emphasis, he also maintains his actuarial roots on risk scoring, forecasting, and reserving.
